Aliyah to Israel: documents and a case with an archive certificate of the grandfather's nationality

The client was preparing for the consular check for repatriation. His eligibility was based on the Jewish origin of his paternal grandfather. The problem: his father's birth certificate had no field showing the parents' nationality, and the grandfather's own certificate had not survived. An archive certificate confirming the grandfather's nationality was needed — in a form the consul would accept.

Where to look

In Soviet times nationality was recorded in many documents: old-style children's birth certificates, marriage records, military IDs, personnel files, passport issue records (Form No. 1). The strongest evidence is civil status records: they can be requested from the civil registry as an archive certificate. The certificate is requested by the applicant as a direct descendant, or by a representative under a power of attorney.

How the certificate is formalised

An archive certificate from the civil registry is an official document of a state body and can be apostilled. Certificates from state and municipal archives can also be apostilled through the Ministry of Justice or archive authorities, depending on the region. The certificate must support the chain grandfather — father — applicant, so it is accompanied by the father's and applicant's birth certificates, also apostilled.

Is a translation needed?

For the consular check, documents in Russian are usually not translated: the consulate works with Russian-language documents. Hebrew translations, if needed for Israeli authorities, are usually done in Israel. But if a document is issued in a third language — Lithuanian or Latvian, for example — it is worth having it translated into Russian or English with notarisation in advance. Requirements can change, so check the consulate's list at the time of application.

Outcome

The grandfather's marriage record was found in the civil registry archive of another region, and it stated his nationality. The representative obtained an archive certificate and it was apostilled. Together with the father's and client's birth certificates this formed an unbroken chain, and the consular check was passed on the first attempt.

Tip: start the archive search several months ahead. Replies from regional registries and archives are slow, and without one link in the chain the whole file will not work.
